So, the quota was reduced threefold as compared to the quota projected for 2009 and more than twice as compared to the quotas in 2008.

 The quotas 2009 were allocated as follows:

  • the first and second categories (executive personnel of the organization, degree professionals and subprofessionals) — 0.35 per cent;
  • the third category (qualified workers) - 0.35 per cent;
  • the fourth category (workmen involved in seasonal farm work) — 0.05 per cent.

The Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan also considers imposition of moratorium (ban) on engagement of foreign employees under the fourth category, i. e. workmen involved in seasonal farm work.

According to experts, the significant reduction of quotas for engagement of foreign employees will certainly complicate the labour permits obtaining process for the employers concerned, which may be a condition contributing to corrupt practices.
