Kazakhstan contemplates further liberalization of access to mineral resources and improvement of the relevant regulatory framework

The liberalization of access to mineral resources will attract investments to the Kazakhstan oil and gas projects.

A representative of the Kazakhstan Ministry of Energy stated that, after having studied international experience, in particular, the Australian best practices, the Ministry intends to introduce the “one stop-shop” principle and to reduce the procedural time limits to three days.

The Ministry believes that such measures will allow attracting investments from international companies ensuring the stimulation of geological exploration and further growth of oil and gas production.

In that context, the Ministry is planning to widen the transportation corridors for hydrocarbons export by increasing the transmission capacity of the pipelines of the Caspian Pipeline Consortium and the Kazakhstan-China pipeline.

Besides, by 2020 Kazakhstan hopes to complete the projects for upgrade of oil refineries, for set up of aromatic hydrocarbons production and for formation of an integrated gas chemical complex.
