Askhad Koshkarbayev – a new partner of Sayat Zholshy & Partners

On 1 September 2013, Askhad Koshkarbayev joined Sayat Zholshy & Partners as a partner in charge of subsoil use issues, international financial transactions, investment funds and other areas of practice.

Askhad Koshkarbayev has over 14 years’ experience in providing legal advice in Kazakhstan, Central Asia and Russia.  Askhad used to work for international law and audit firms.  He is specializing in subsoil use law, international financial transactions, investment funds, corporate law and arbitration.  On numerous occasions, Askhad represented the government and the national oil & gas company in connection with major disputes over oil and gas exploration and production contracts, oil field development agreements, concession agreements, production sharing agreements, service contracts, and oil & gas transportation contracts, including settlements of arbitration disputes and revisions of production sharing agreements related to major oil and gas fields in Kazakhstan.  Askhad is also experienced in international arbitration proceedings, including investment disputes resolved by the International Center for Settlement of Investment Disputes (ICSID).  Askhad used to work as a chief tax lawyer in a Big-4 audit firm (in Kazakhstan and Kyrgyzstan).

Besides, Askhad worked as a managing director for legal matters in a major Kazakhstan power company and an international investment group in St. Petersburg (Russia).  He also worked in the New-York and Astana offices of one of the oldest international law firms.  He has extensive experience in dealing with national companies, development institutions and management holdings.  Askhad used to lead a legal counsel group in connection with the first People’s IPO project in Kazakhstan – IPO of the largest Kazakhstan oil transportation company. He also provided legal advice to a major Kazakhstan development finance institution.  Askhad also dealt with the issues connected with the reorganisation of pension funds.

Askhad is fluent in Russian, Kazakh and English.
