SZP SENIOR PARTNER AIDYN BIKEBAYEV HAS BECOME A MEMBER OF THE NATIONAL KURILTAI

On 15 June 2022, President Kassym-Jomart Tokayev issued a decree on the establishment of the National Kuriltai (Assembly) accountable to the President of the Republic of Kazakhstan (the “Decree”).  According to the Decree, the National Kuriltai is an advisory and consultative body of the Kazakhstan President’s Administration whose mission is to elaborate ideas and measures for the further consolidation of civil society.

The National Kuriltai has been joined by such prominent figures as Aidyn Bikebayev, SZP Senior Partner, and Ayman Umarov, a notable attorney-at-law and co-founder of the Human Rights Campaigners public fund.

The key objectives of the National Kuriltai include: (i) elaborating and putting forward proposals on the consolidation of civil society, (ii) promoting and upholding national values, (iii) building a constructive dialogue between members of the community, political parties, public sector and government authorities, and (iv) pursuing other activities falling within the competence of the National Kuriltai to the extent permitted by Kazakhstan laws.

The National Kuriltai members are elected from among prominent government and public figures, as well as representatives of political parties, private enterprises, business associations, expert community and local social councils (e.g. on the level of oblast, national-status city or capital city).  The National Kuriltai is chaired by the President of the Republic of Kazakhstan.  The functions of the operating body of the National Kuriltai are vested in the Kazakhstan Ministry of Information and Social Development.

Any and all recommendations and suggestions of the National Kuriltai are binding upon competent authorities who must report to the National Kuriltai on the performance thereof.
